The Court of Primary Instance consists of a president and a sufficient number of presidents and judges, and it has chambers to consider cases of hudud, retaliation, blood money, criminal matters, civil matters, personal status, inheritance, administrative disputes, and others. A decision shall be issued to establish these chambers by the Supreme Judicial Council, and rulings shall be issued by three members. However, Article 12 of that law authorized the Council to establish one or more chambers, whose rulings shall be issued by a single judge to decide on cases specified by the law.
