According to Article 10 of the Judicial Authority Law, the Court of Appeal includes chambers to hear appeals in cases of hudud and retaliation, criminal matters, civil and commercial matters, personal status matters, inheritances, and administrative disputes. The Supreme Judicial Council issues a decision to establish the chambers and determine their jurisdiction. Judgments are issued by three members. According to the Code of Procedure and the Family Law, the Court of Appeal is competent to decide on appeals submitted to it against judgments issued at first instance by the Court of First Instance, the Family Court of First Instance, the judge of urgent matters, and the execution judges in the two courts, while – according to the Code of Criminal Procedure – it is competent to decide on appeals submitted to it against judgments issued.
