The Civil Court has jurisdiction to hear civil and commercial lawsuits and disputes, administrative disputes, and lawsuits of unknown value. It alone has jurisdiction to decide bankruptcy lawsuits, anti-bankruptcy settlement, possession lawsuits, and other lawsuits that the law stipulates its jurisdiction, regardless of their value. It is also competent to rule on appeals submitted to it against rulings issued by the District Court or by the judge of urgent matters therein. The Code of Procedures designates the court of first instance, composed of three judges (the Plenary Court), and the court of first instance, composed of a single judge (the District Court), which is competent to initially rule on all civil lawsuits and disputes.
